Evan Johnson

Evan Johnson represents water, electric, and gas utilities in regulatory proceedings ‎before the Public Utility Commission of Texas and the Railroad Commission of Texas. His experience includes serving as lead or co-counsel in rate cases, applications for certification of convenience and necessity, sale-transfer-merger proceedings, rulemaking projects, energy efficiency cost recovery proceedings, renewable energy matters, and customer complaints, as well as various other regulatory enforcement proceedings. He has extensive experience advising water and wastewater utilities on issues associated with acquisitions at the Public Utility Commission, the Texas Commission on Environmental Quality and the Office of the Attorney General, having served as lead counsel on over 100 STM filings. He also has extensive experience advising electric cooperatives in various regulatory matters. Evan is also proficient in issues related to utility cost-of-service ratemaking including in-depth knowledge of the rules, requirements and existing precedent related to cost of capital, depreciation, tax, cash working capital, and rate design. He also has extensive experience in advising electric and gas utilities on pipeline safety issues involving both state and federal regulations. Evan has also represented clients in regulatory proceedings in Arkansas, Mississippi, and Louisiana.
